China-ASEAN Dialogue on Digital Governance

The Second China-ASEAN Digital Governance Dialogue was held in Beihai, Guangxi Province, on December 4th. Representatives from China and ASEAN countries, including Indonesia, Laos, Cambodia, and Thailand, exchanged views on three topics: cybersecurity, artificial intelligence governance, and cross-border data flows.

During the meeting, China released the “Initiative of China on Deepening China-ASEAN Digital Governance Cooperation,” which outlines China’s cooperation proposals in cybersecurity, artificial intelligence governance, and cross-border data flows.

Wang Jingtao, Deputy Director of the State Internet Information Office of China, stated at the dialogue that in recent years, thanks to the joint efforts of China and ASEAN countries, cooperation in various fields between China and ASEAN has yielded fruitful results, setting a model for Asia-Pacific regional cooperation. China and ASEAN have strong industrial complementarity and a high degree of convergence of interests. China is willing to work with ASEAN countries to strengthen exchanges and cooperation, promote connectivity, enhance dialogue and exchanges on prominent and hot issues in current digital governance, explore cooperation models, maintain security and stability, and serve regional development.

Chen Yijun, a member of the Standing Committee of the Guangxi Zhuang Autonomous Region Party Committee and Minister of the Publicity Department, stated that Guangxi looks forward to working with ASEAN countries to build a high-quality cooperation platform, jointly promote cooperation in artificial intelligence security and digital governance, and strengthen digital talent cultivation and people-to-people exchanges. With artificial intelligence as the driving force, Guangxi aims to inject strong digital momentum into building a closer China-ASEAN community with a shared future.

Several ASEAN representatives participating in the dialogue expressed their appreciation for their cooperative relationship with China and their willingness to use this dialogue as an opportunity to strengthen cooperation with China in areas such as cybersecurity, artificial intelligence governance, and cross-border data flows. They pledged to establish practical cooperation mechanisms, jointly promote digital development, and work together to build a more inclusive, prosperous, and secure digital future.
